“Only for big companies.” Contracting authorities are required to justify why contracts above €143,000 are not divided into lots. And the minimum turnover requirement may not exceed twice the contract value. This makes contracts accessible to smaller players.
“Too complex.” The basic procedures — open procedure and simplified negotiated procedure with prior publication — are clearly structured. With the right tools and some practice, it becomes routine.
